Alabama Crawl Space Encapsulation: Licensing, Permits, Costs

In Alabama the main statewide rule is about who may do the work. Code of Alabama § 34-14A-2 treats anyone who repairs or improves a residence for someone else as a residential home builder when the job exceeds $10,000, which requires a license from the Home Builders Licensure Board. A full encapsulation often crosses that line: Angi puts the typical job at $5,000 to $15,000.

Crawl spaces are common here. The Census Bureau's 2021 American Housing Survey puts 32.4% of Birmingham-area homes on crawl spaces against 19.7% on slabs.

Permits

Permits are local. In unincorporated Jefferson County, Development Services files Foundation/Structural Repair as a Building Miscellaneous permit through ePermitJC, and structural repairs require a permit; the City of Birmingham enforces its 2024 Technical Code, effective Oct 1, 2024, through its own Building and Inspections staff.

Licensing: check the contractor's Home Builders Licensure Board license on any job over $10,000, as § 34-14A-2 requires; owners may work on their own homes.

Step 1: find out whether the city or county issues your permit. Step 2: confirm the contractor's license. Step 3: fix runoff and grading before sealing. Step 4: seal, line and dehumidify, and schedule any structural inspection.

Local conditions

Humidity: NOAA's 1991–2020 normals for Birmingham Airport list a 69.7°F July dew point and dew points of 65°F or higher in 26.4% of hours, the muggiest of our six markets, so vented crawl spaces in older homes near the creeks stay damp all summer.

Rain and runoff: NOAA records 56.62 inches of rain a year at the airport, and runoff from the ridges around Birmingham pools against foundations in the valleys.

Floods: FEMA NFIP records show 2,880 flood claims in Jefferson County, while USDA NRCS soil data puts only 4.0% of acreage over a shallow water table, so surface water, not groundwater, is the usual source.

What drives local prices

  • Published ranges: Angi lists $5,000 to $15,000 for a full job and $1,000 to $3,000 for a barrier only; HomeGuide's range is $3,000 to $15,000.
  • Dehumidifier: HomeGuide puts an installed unit at $1,000 to $3,000, plus $10 to $30 a month to run.
  • Mold: HomeGuide lists crawl space mold remediation at $1,500 to $4,000.
  • Local permits: structural work needs a city or county permit, and fees vary by jurisdiction.
  • Licensing: jobs over $10,000 need a licensed builder under § 34-14A-2.

Common jobs

  • Vent sealing and full encapsulation
  • Dehumidifiers for long humid summers
  • Runoff and grading fixes
  • Mold treatment before sealing
  • Structural repairs under local permits

Service area

County page: Jefferson County (Birmingham, Hoover, Vestavia Hills, Homewood and the rest of the county).

Outside Jefferson County, expect the same pattern across most of the state: humid summers, many homes on crawl spaces, and permits handled by the city or county where the house sits. Coastal counties add hurricane flooding and higher water tables, while the Tennessee Valley in the north sees colder winters, so the drying method and insulation choices shift by region. Whatever the location, the Home Builders Licensure Board threshold is the same statewide.

A sealed crawl space is a system, not a product. The liner keeps ground moisture out, sealing keeps humid outdoor air out, and the dehumidifier or conditioned air removes what still gets in. Skipping any one piece is the most common reason a new encapsulation still smells musty a year later, so ask how each bidder handles all three and what maintenance the dehumidifier needs.

The county page lists the permit offices, local soils, NOAA weather data and flood history.

Before you call contractors, measure the footprint, check gutters and downspouts during a heavy rain to see where water goes, and take flashlight photos of the vents, insulation and joists. Ask each bidder whether the job will exceed $10,000 and, if so, for their Home Builders Licensure Board license number. Ask for drainage, liner, vent sealing, mold treatment, the dehumidifier and any permit to be priced as separate lines, so the quotes can be compared.

Communities: Birmingham, Hoover, Vestavia Hills, Mountain Brook, Homewood, Bessemer, Trussville

If it is an emergency

After a flash flood, dry the crawl space quickly; EPA's mold guide says to dry wet materials within 24 to 48 hours.

Questions about Alabama

Does Alabama license crawl space contractors?

Residential repair or improvement over $10,000 for someone else requires a Home Builders Licensure Board license under § 34-14A-2.

Do I need a permit?

Structural repairs do; in unincorporated Jefferson County it is a Building Miscellaneous permit, and cities run their own Building departments.

Is Birmingham humid enough to need a dehumidifier?

NOAA's airport normals show a 69.7°F July dew point; most sealed crawl spaces here need one.

Which Alabama counties do you cover?

Jefferson County, including Birmingham and its suburbs.
