Virginia Crawl Space Encapsulation: Permits, Licensing, Costs
Virginia runs one building code statewide, the Virginia Uniform Statewide Building Code (VUSBC), and counties add a 2% state levy to every permit fee under its section 107.2. Around Richmond, NOAA's 1991–2020 normals for Richmond International show dew points of 60°F or higher in 30.9% of hours and a 67.9°F July average, humid enough that vented crawl spaces stay damp all summer. Angi puts a full encapsulation at $5,000 to $15,000.
Counties enforce the code and set their own fees and details, so Henrico and Chesterfield, side by side, handle an encapsulation quite differently.
Permits
Henrico County's Building Construction and Inspections permit list names crawlspace encapsulation as permitted work, and its unvented crawl space detail requires a dehumidifier removing 70 pints a day per 1,000 sq ft, R-10 walls and R-15 rim insulation. Its fee page charges $100 for the first $5,000 of job cost plus $6 per additional $1,000 and the 2% levy, capped at $693.60.
Chesterfield County Building Inspection enforces the 2021 Virginia codes and its fee schedule lists a renovation or alteration with no added square footage at $114 plus the levy; structural work always needs a permit.
Licensing: Code of Virginia § 54.1-1100 requires a Class C contractor license for jobs over $1,000 and under $30,000, and Class B or A above that. Step 1: confirm the county's permit and detail requirements. Step 2: check the contractor's license. Step 3: fix water first, then seal and line. Step 4: install the drying method and pass inspection.
Local conditions
Wet ground: USDA NRCS soil data maps a seasonal water table within about 100 cm under 51.3% of Chesterfield County, with the wettest soils near the James and Appomattox rivers and along the Chickahominy swamps.
Clay: Chesterfield has the most high shrink-swell clay of the six counties we cover, 9.7% of acreage, so piers and block walls west toward Midlothian deserve a look first.
Freeze and heat: NOAA's Richmond normals list 73.5 freezing nights and 44.9 days at 90°F or above a year, so the space has to handle both.
Summer humidity along the rivers, rain on clay soils near the Fall Line and termites in older homes around Richmond all point the same way: control moisture first, and keep vented crawl spaces from pulling in humid air each summer. Many of those houses were built before modern vapor barriers were standard, so a damaged or missing ground cover is common.
What drives local prices
- Published ranges: Angi lists $5,000 to $15,000 for a full job; HomeGuide's range is $3,000 to $15,000, or $3 to $10 per sq ft.
- Insulation: HomeGuide prices rigid foam on walls at $1.20 to $3.70 per sq ft.
- Drying: an installed dehumidifier runs $1,000 to $3,000, per HomeGuide.
- County permits: based on each fee schedule, $114 plus levy in Chesterfield and a cost-based fee capped at $693.60 in Henrico.
- Drainage with a sump: $4,000 to $12,000 (HomeGuide).
Common jobs
- Encapsulation to Henrico's unvented detail
- Pier and wall checks on Chesterfield clay
- Sumps and drains on shallow water tables
- Dehumidifier installation
- Wall and rim insulation
Service area
County pages: Henrico County (Glen Allen, Short Pump, Highland Springs) and Chesterfield County (Midlothian, Chester, Bon Air).
Each county page lists the permit office, its fees and rules, local soils and NOAA weather data.
Before you call contractors, measure the footprint, photograph any standing water, sagging insulation or growth on the joists, and note where the HVAC equipment and ducts run. In Henrico, ask whether the bid follows the county's unvented crawl space detail, and in both counties ask for the contractor's license class and number. Ask every bidder to price drainage, liner, sealing, insulation, drying equipment and the permit as separate lines so the quotes compare cleanly. After the work, keep the permit card, the dehumidifier manual and any warranty paperwork together; a buyer's inspector will ask for them when the house is sold.

If it is an emergency
Water standing after a storm? Pump it and find the source before any liner work; EPA's mold guide says to dry wet materials within 24 to 48 hours.
Questions about Virginia
Does Virginia require a permit to encapsulate a crawl space?
Counties enforce the statewide code; Henrico lists crawlspace encapsulation as permitted work, and Chesterfield requires permits for renovations and any structural work.
What is the 2% state levy?
A surcharge on permit fees required by section 107.2 of the VUSBC to fund code-official training.
What license does a contractor need?
Code of Virginia § 54.1-1100 requires at least a Class C license for jobs over $1,000 and under $30,000.
Which Virginia counties do you cover?
Henrico and Chesterfield.
